Hmmmm – I approved this ‘comment’ as it is relevant for France – it only mentions Paris and having lived there I know why everyone leaves in July and August – in my opinion the best time is April – the city is alive and fewer tourist as they are all conned into going in July and August (the sticky unpleasant months)
